Governor and Deputy Premier Launch HR Reform Programme

Her Excellency the Governor Elizabeth Carriere and Hon. Deputy Premier Delmaude Ryan joined forces to announce the launch of a new programme aimed at transforming the public service on Friday, October 14, 2016.

During a conference with local media, the officials shared details of the Empowering for Excellence Change Programme which is expected to happen over a period of 18 months.

The goal is to bring reform to the Government of Montserrat in a way that the previous attempts Public Sector Reform initiatives have not done.

One of the factors which has led to this new approach is that civil servants felt that previous reform programmes was being done to them and not with them. The intention now is for GOM employees to be included in every facet of the reform process.

There will be a Cabinet Committee for Empowering Excellence which will be chaired by Governor Carriere and include the Deputy Governor, the Deputy Premier.

A Public Sector Task Force will be made up of civil servants from various departments and levels. They are to be selected randomly and serve for a period of nine months. There will also be a private sector advisory group.

The project will include a “robust communication plan to keep people informed,” noted the governor.

Both the governor and deputy premier said it is hoped they will begin to see transformation take place in the following areas: leadership and accountability; recognition of workers; fostering a learning environment in the GOM and attitudinal shifts to reflect one of service.
