Public Sector Transformation Program Completes Private and Public Sector Surveys

The Empowering Excellence Programme (EEP) through Human Resource Transformation within the Government of Montserrat Public Service is making great strides in achieving its goal of empowering and building the capacity of officers to provide excellent service.

According to a release from Deputy Governor’s Office, the programme has to date undertaken two surveys to solicit feedback from customers and clients on the services provided by the public service with a view towards improving its service delivery and performance.

The Customer Satisfaction Survey facilitated by the Private Sector Advisory Committee (PSAC) involved over 250 Private and Public Sector Officers.  This survey revealed some key areas for improvement namely customer services best practices, punctuality, knowledge of Ministry/Department, communication and confidentiality.

An Employee Engagement Survey,  was also conducted during late last year and into January 2018, facilitated by the Public Sector Task Force (PSTF) through an online platform.  Over 350 public officers participated in this survey.

The Empowering Excellence Programme is also continuing work on improving performance management across the public service.  This involves the completion of a Government of Montserrat Workforce Strategy and Action Plan with the Consultancy Firm, A-Z Information Jamaica Limited to further strengthen the Human Resources Principles and Practices.

The Empowering Excellence Programme is also hoping to implement several key Human Resource Management initiatives by September 2018. These include a Comprehensive Job Evaluation and Comprehensive Pay Review, a Modern Government of Montserrat Health and Safety Policy and a Strategic and Risk Management Framework.

The EPP is also forging ahead with pipeline plans to implement an Absenteeism Management System through the Human Resource Information System (HRIS) by September 2018.

The Empowering Excellence Programme continues to ensure appropriate and adequate Good Governance Human Resource Principles and Practices within the Government of Montserrat Public Service.

Meantime, the third grouping of the Public Sector Tasks Force members was installed in March 2018 for the remaining six month period. The group consists of a wide cross section of the Montserrat Public Service from Senior Management to Public Junior Officers.

The members will continue to advance work on the initiatives being undertaken by the Empowering Excellence Programme to ensure successful implementation.
